diagnostic tools are useless & Restart Device doesn't do anything

App hasn't worked right for many months. Today I'm experiencing significant pixilation and audio distortion on my TV, yet the diagnostic tools can find nothing wrong. In the message where it tells me it found nothing wrong, it shows an option to restart the device, but pressing this option does absolutely nothing. There was a time many months ago when the app actually would restart either my TV or Internet, but for a long while now, those options are not functional at all.

Diagnostic tools are for the modem running the box not the individual frequencies of channels with issues
