Have you received any new voicemail since you did all those things (like resetting the network settings)? This is my true experience on an iPhone X with a different carrier. After futzing around with the settings and getting reprovisioned by the carrier again, my visual voicemail option did not return until I've received a new voicemail.
Any updates? I purchased this phone from Xfinity, so I’d assume it wouldn’t be a carrier issue.
