Cannot setup voicemail on new xfinity iphone 8plus

Hello, I have three new phones and all of the Android phones have no problem setting up voicemail but the iPhone gives you a busy signal when you try to leave a voicemail or it just kicks you out when you try to access it from the phone. I have searched on this forum and others have said that cellar data needs to be turned on which I checked and it was. Another post said that the code needed to be provisioned on the account so I have a feeling it's something more extreme like that needed to fix this. Can one of you Comcast Specialists please help me, my wife is starting a new job soon and has to have this VM setup for her clients. thank you
