Can my lines be used by people who aren't part of my household?

My brother and his wife live in a different city. Can I order phones on my account for them to use? I just want to make sure that this is OK before I order.

I don't see why not. However, I can think of a couple caveats:

1. You will be paying for their phone bills because all lines are under your account. And the data usage is pooled.

2. Unless they port in their old numbers, the new phone numbers you get for them will be for your local area.

Regarding pooled data above, note that data is only pooled if it's by the GB.  If "unlimited" is chosen, then each line has it's own data.
