we have tried to reset our service according to the directions on line. The screen will not move from Welcome, powering up. This may take a few minutes

Try taking the coax cable off the dvr(even take it off the wallplate), unplug power, put the cable back on and power up. If that doesn't work, try it another cable outlet.
