For the last two days on phone and sometimes TV, doesn't connect, tries to resume, finally get this message:

We've run into a problem while streaming At This Hour With Kate Bolduan. Please wait while we try again. Trying to resume. --

Then : 

This Video Cannot Be Played

 Error 102100.43: Loading of the specified resource has failed)
