NBA League Pass blackout

I'm wondering why NBA League Pass (which I subscrbe) games for Memphis Grizzlies is blacked out in Oak Ridge TN, over 300 miles away when our local xfinity provider does not offer the games on an alternate channel, like Fox Sports. It seems odd to black out these games when an alternate station is not airing it. The Atlanta Hawks games are blacked out on NBA League Pass, but they are shown on Fox Sports. And for what it's worth, both Charlotte and Indianapolis are CLOSER in distance than Memphis and East TN. There are 3 stars on the TN flag to indicate the 3 distinct regions of the state. Memphis and East TN are very different in many ways. It's illogical for xfinity to consider regional broadcasting across the state as somehow within the same market.
