LAFF in San Francisco?

I live in the San Francisco area, where LAFF is carried by the local ABC affiliate on its #3 digital subchannel.  However, while I get its #2 subchannel (LiveWell), the #3 subchannel is not carried.  Back when I had Comcast before switching to U-Verse in 2011 or so, I did get that station's #3 subchannel, when it was a 24-hour local weather channel.  Why does Comcast not carry it now?

It’s whatever is provided by the broadcaster, it’s their choice

KGO is owned by ABC, and it's the same situtation here in Chicago with WLS, and probably other ABC-owned stations. There just isn't an agreement between Comcast and ABC to pass it on, probably due to $$$.
