Continual intermittent issues with Smithsonian channel

For over a year now, there have been on-and-off issues with Smithsonian Channel. I only get the SD version here, and it is usually 4:3, but letterboxed. Every once in awhile, it seems to have the 16:9 flag set, causing the cable box to stretch it, but it's still letterboxed. It usually happens for a day or so, then fixes itself. I had recordings of "Cleopatra" and "Air Disasters" ruined because of this. I tried to record a repeat of "Cleopatra", but the audio was nearly non-existent!! I just checked, and everything seems back to normal now, so I hope my re-recording of "Air Disasters" is good.

Why is this constantly happening? I and others have posted about this before? OnDemand is useless as Smithsonian rarely, if ever, makes recent programming available. The web site/app is the same.
