Confusion over channel lineup

I recently switched back to Comcast and need some help understanding the channel lineup debacle.

 

When I signed up for digital preferred, the Comcast webstie showed a list of channels that were available. 
I'm missing one channel, that I know of, WE TV and when I called customer support they claimed that it wasn't available in my region. What I don't understand is then why does it show as part of digital preferred and when I go onto the WE TV site, I can login using my XFINITY account to watch the shows we want to watch?

What does a region have to do with, assumingly, a national broadcast channel? Is licensing of content regional now? The customer care person couldn't answer that question for me. Hoping someone on here can.
