I have secondary users on my account which I only want to have access to basic features like the stream app. I do not want the other users in my household to have access to my security cameras through xfinity. Please assist.

This is probably because the image requires moderator approval. That could take a while. You could upload the image to a file sharing site and post a link to it here, or post text instead of an image.
If the problem you are having is the same as the one described in https://forums.xfinity.com/t5/Customer-Service/Unknown-Server-Error-when-changing-access-level/m-p/3..., the last message in that thread says it is "being looked into".
