voice mail indicator but no messages

The vm indicator on my phone blinks, the dial tone stutters, but when I check the vm by *99 it says no messages.  Why is this?

You may want to leave a new message to your phone and then delete it. Let me know whether it solves the problem or not.

I, too, am receiving stutter dial tone when I go off hook on my Comcast phone line, and the voice says that there are no messages (and there are none).  I tried sending myself a new message and then deleting it, but that did not remove the stutter dial tone from the line.
