TIVO Premier CL-14 Error

I am no longer able to access On-Demand programming through a Cable Card inserted into my TIVO Premier box.  The error code is CL-14.  After spending a good deal of time on the phone with Comcast, one of the customer service reps admitted she was unable to fix the issue.  I have heard Comcast techs who review these posts may have better information.  If so, such help would greatly be appreciated.
