Outside cable and wire

Comcast techs came to my house to fix the TV signal problem and they did a good job to get everything fixed. They installed a new cable wire because the original cable outside my house was the problem of weak signal. But this morning when I was outside the house, I saw the cable wire (see picture) and wonder the reason of why the original cable was not working. Is the Comcast cable outside my house supposed to be exposed like this? Is it Comcast's responsibility to hide the cable connection in a box and mount it on the wall?

Comcast says that outside connections can be left exposed without issue. I chose the have my outside connections in a weather tight box, mostly because it looks better.

Hi pollyayu, thank you for bringing this to our attention, I would want to get a technician back out and install a house box for these wires.  I will send you a private message for further information.
