Trying verify phone # i cant finish setting up my acct it was in old acct &ive been told 100 X its f

Phone verification when it says your number is already being used ( in a closed acct ) and ive been told 100 times the problem is fixed but it isnt and im not changinging my phone number anyway to bypass the system so i can finish setting up my account
