When you sign into the primary account and click on "My account">>>>>>Users, scroll down to "User Role". Do you have your permissions set to "Unrestricted" or "Restricted"?
Yes I have full control of the account but it won't let me view the bill even though it shows I am the primary user. I pay the bill and I set up the account.
Then I am going to excalate this thread to the forum admins for follow-up and see if someone can look at your account.
