Thanks Mike. My outlook works after using the settings you provided. The instructions on the comcast support has the wrong settings for the outgoing server. Here is the link:

They worked for me.
Outlook 2016 desktop client has a setup wizard that did not automatically connect, so I had to use manual settings.
I was glad I found your posting, as Xfinity's web site did not make the information easy to find.
Please make sure that your settings are the following for you account setup
Incoming server: imap.comcast.net
Incoming Port: 993 with SSL ON
Outgoing server: smtp.comcast.net
465 with SSL ON
