not receiving email from a particular address

A friend's emails (to me) keep getting returned. They get a "refused to talk to me 421" "throttled" response. 

Is there anything to be done to fix this? It's a new problem - nothing has changed for either party involved.

For this kind of issue you need to call Comcast security and see if there is some blocking issue with the other person's domain----------------
