Why is Comcast blocking access to an IP address?

Hi, I just created a web site with A2 Hosting, who issued me the IP address 68.66.205.103 .  Although I can access this web site on my phone's data plan or an AT&T ISP, I cannot on a Comcast ISP or an RCN ISP (which uses Comcast's network, I'm told).  Since this IP was just issued to me, I'm confused why it would be blocked, especially since I haven't put any content on it yet.  Below is my traceroute ...

Where can I see the list of IP addresses taht Comcast does not allow access to?

Comcast does appear to be blocking that IP. My trace from Central PA looks like:

An IP is usually blocked for gross abuse, perhaps by whoever used it previously.

 

If an employee doesn't take care of this for you here, Comcast Security Assurance should be able to help. Give them a call at 1-888-565-4329 (from http://constantguard.comcast.net/help/report-abuse/). Note that this is NOT one of the general customer service numbers.

The first-line reps there are sometimes not very helpful. If so, be persistent, and keep at them until you get a satisfactory answer.

It looks like that trace was performed on an RCN connection. For giggles, can you post one that is performed on a Comcast connection like BruceW's was ?

 

And there is no list of blocked IP's.

@BruceW, Thanks for this information.  I called the number you suggested.  The customer service agent ran a traceroute on his end and confirmed what you saw.  However he said that Comcast was not blocking access but rather the hosting company (A2 hosting in my case) was blocking access from Comcast (and I suppose RCN as well).  His last valid hop was at

 

68.86.209.91

 

I didn't know enough to be able to say whether he was correct or not.  I opened a support ticket with my hosting company but if you have any further advice for troubleshooting, please let me know.

Not true for me. I traced the IPs just above and below the one you are trying to reach. The path your traffic takes may be different, but mine passes through Level 3's network. Even if A2 was blocking the packets, they couldn't stop them from reaching those intermediate Level 3 routers, while Comcast could, and apparently is. Here are the traces:

Are you an RCN customer? If so, I would think you should contact them instead of Comcast, regardless of any inter-networking arrangement they may have set up.

I am blocked for IP 68.66.205.103 (see post on 02-25-2018 at 11:50 AM above). Later posts were traces to adjacent IPs that suggest, for the path my packets take at least, the block is more likely a Comcast block rather than, as the CSA rep suggested to the OP, an A2 block (see post on 02-25-2018 at 03:09 PM).

 

Sorry, I didn't organize that very well, and the result is kinda confusing . . .
