If you login to the modem and post the signal readings it would help to see if there's a line issue or not. http://192.168.100.1 or http://10.0.0.1 should get you to the signal page. amps don't usually help more than they hurt when it comes to modems. If you haven't tried yet go ahead and do a hard reset on the modem by holding the reset button for 30 seconds and see if things improve.
