Slow internet and intervals of packet loss

After a bad storm with heavy rain and high winds, we have been experiencing inconsistent internet speeds, along with bouts of packet loss. We were also experiencing loss of cable tv at times. I'm assuming it's something outside. I have relatively new lines and connections outside. What's the chances that something else is the issue? Will a tech visit fix this?
