I am having the same issues, technician came out replaced some splitters etc.  He confimred the signal was good and there was no foreign electrical noise on the line.  I just ordered a new modem and will test it again.  The packet loss ranges from 1%-4% and this is a new issue it was never like this before, I was at zero packet loss.  I suspect hat the new modem will not resolve the issue and will be firghting this for a while.
