So, I just moved into a house and had brought over my internet. I tried all the coaxial outlets and none of them worked. Comcast ended up sending out a person to try and fix it. It ended up working; however, I was only getting around 250mbps. I have a 6183 surfboard. Its been 3 days and now im only getting 1Mbps-35Mbps. I called technical support and they just kept telling me it was my modem or router which makes absolutely no sense. HELP ME PLEASE! Also, the tech put the wire in my backyard like this: https://imgur.com/a/TwXXE Is this normal? It looks like its coming from somebody else's house.

If you have Gigabit service then you need a DOCSIS 3.1 modem, not the 16 downstream channel DOCSIS 3.0 you have.
Check this out for available D3.1 modems:
If the modem can't do the speed, it usually reverts to a slower default speed. From reading other threads it's usually Performance 25 speed. Guess it could be anything though...
By the way the upstream power levels you have there look on the low side. I'd wait until you get the new modem, see what happens. Check here for what the modem sigs should be.
