Packet loss

Okay, so we've been having issues with our internet. We've been getting 23-25% packet loss. I've done hours of research that says that it's either the modem(brand new) or its Comcast connection to the house. On top of that when the service guy came out. He said he'd send another guy out to bury the line I've had this service for a long while now and no one has come by to FINISH the job that was started upon installation. Comcast just left me high and dry. And now there's an issue with my internet, go figure.... Long story short I need help.
