On Demand Access Pass: No Longer Connects to IPv4 Sites?

I am a longtime Xfinity Wifi Access Pass (On Demand) user.  In other words, I do NOT have a modem/router in my own home; but I use Comcast's public wifi hotspots ("xfinitiywifi").  Again: I am NOT using my own private hotspot or my neighbor's hotspot, but Comcast's public hotspot with network name "xfinitywifi."

I have been having the same problem since about the same time as this user describes:

When I am able to connect, it seems I can only connect to IPv6 sites like Google, Gmail, YouTube, and Facebook, but not IPv4 sites.

How can I get this issue resolved?  Whenever I call Customer Support, they cannot seem to understand that I'm an On Demand customer.  The one time I was able to get someone who worked in On Demand, they created a ticket; and, everytime I call back, they say they are working on it.  It's been MONTHS.
