Localhost - Cannot Access

Need to activate Chaos Group Vray license by accessing http:\\localhost:30304

I am able to connect at work, but not at home. I've disabled firewall and antivirus, added inbound and outbound rules for that port, and enabled port forwarding for that port. Chaos Group and my motherboard manufacturer have both said this is an issue with my ISP. Xfinity support couldn't find a fix. Anyone here have any ideas or steps for me to try?

Using Xfinity's Arris router, model TG1682G. Error message attached.

Perhaps a trace route from your connection will reveal a clue.
