Internet disappears

For the last year, my neighbors and I have had an issue where the internet signal is lost about 5-8 times a day for as long as 20 minutes at a time. I do have underground utilities. Ladt year, Comcast put in a new line from my home to the street box. And I just put in their new high speed router. We are still getting this issue. I know for a fact it's not in my home, because I'm not the only person having this issue. Anyone else have something like this happen?
