Are you signing in to My Account as the primary Comcast user account (email address) holder?
Getting any error messages and if so what do they say?
What is or is not happening when you try to create the account?
Click on my account on the upper right side of this page. Next when the page comes up type your password.
Next click on the tab user and setting on the middle of the page. Next on the left side you will see a link create a secondary account. Click on that and follow the instructions and thats all.
