Click on the gear icon in the upper right corner of the screen, then on Settings. There you will see Filter Rules. Click on that and follow the prompts. In the new format there are basically two ways you can block someone; first, you can just pick "Discard" as the action same as with the old format. Or, in your case, you can generate a "bounce" message to that sender. Under "Actions" click on "Reject with reason". In the box type in something like "Not Our customer", or "Mailbox full" or some other rejection message. They will get that message whenever they try to send to you. It looks really "official".
