Extreme speed customer, internet spikes from 250 mbps to under 4 mbps frequently. What can I do?

what can be causing an issue like this?

 I've tried 2 different modems and 3 different routers.

If I schedule a technician visit, what can I do to make sure they wont charge me 60$ for the visit?

Start here: troubleshooting guide. If you still need help, please post your equipment details (make/model of your modem/gateway/router) and a screenshot of your signal levels and your error/event log. Thank you!
