Email SPAM Filtering

I have an email SPAM filter set to search the body of an email send matching incoming emails to the Spam Folder.  The filter searches for the presence of the following:

  contains <string1> and contains <string2> and contains <string3>

The filter is not catching incoming SPAM that matches this condition - this SPAM is then moved to the Outlook Junk folder when I bring email across.  I can visually verify the presence of matching search arguments.  If I forward the SPAM (from outlook) back to myself the SPAM filter will catch email and move it to the SPAM folder.  For some reason original email is not be recognized by the filter?
