With the new email format on a Windows 7 machine new emails are time stamped 2 hours in the future.
Clicking the gear and then settings gives a box that says "Failed to start application. Maybe you have connection problems. Please try again"
I can't even check if it's a time zone problem.
Try clearing out your browser's cache/browsing history. When you have done that, close out the browser and re-start it in a fresh session. If that doesn't do it, then try using a different browser. Once you are able to access the account click on the gear icon again, then on Settings>>>>Basic Settings. There you will see the option to change the time zone.
