Does Comcast testing content/connection control for new FCC rule change?

Exactly after new FCC rule passed, my internet connection interfeared several times a day. 

Cable modem's signal indicator looks fine but I have to unplug power of cable modem and wait 30s, re-plug power of cable modem to work. 

It rarely happened before FCC voing. So I am wondering that Comcast is working withe their system to applying new functions for future changes acording to new FCC rule.
