Docsis 3.1 Gigabit - Download speed degradation

Setup:
- Motorola MB8600 (29 bonded downstream channels all with an SnR of 40db, there have been multiple T3 Timeouts)
- Asus RT AC68u Gigabit Router w/ latest firmware
- Dlink Gigabit switch
- Intel gigabit NIC w/ latest drivers

I activated the service 2 weeks ago. I was seeing a consistent 450Mbs down, with the occasional test getting to 650. I only saw a couple test where the connection reached 715Mbps. Since then, my speed has dropped to a consistent 280Mbps. All while the modem is getting good signal. Xfinity told me a "special" tech with a single time window will come to check the lines at the street and my home.

My question is, will this tech will be able to resolve my issue if my signal is good (40db on all downstreams)?

What causes a T3 timeout? Does this impact download speed? Is this a problem at the network level that can be resolved?

Anyone else experience the same issue?
