Don't sweat it. It's normal. The firmware is coded to have the lights behave that way.

Cisco XB3 Wi-Fi lights

Previous modem wi-fi lights were on steady when wi-fi not used & smart phones received strong signal. New Cisco XB3 wi-fi lights both blink constantly, about once per second, whether wi-fi used or not. Also smart phone register weak signal from Xb3.
