I believe when I set up the email account on the Galaxy it is using the Comcast webmail portal.

Exactly what happens when you try to access your email?  Are you using only the Comcast webmail portal, or a client like Outlook or Thunderbird?

My phone cannot connect to the email server to access my email.  Wasn't a problem til yesterday afternoon.  I haven't changed anything on the phone...is there something else happening with the server?  Where can I go to make sure settings are correct?  Please help
