I have my land line plugged in according to directions - but it does not have a connection. Outside calls go to voice mail  but there is no ring or connection for either out going or incoming calls on the phone itself

If this is a new gateway install, did you ever initialize the EMTA side of the gateway?   Call into Comcast at 1-800-266-2278 or 1-800-934-6489 and speak to a CSR to see if the phone side is activated.
