Poor call quality

I have had a severe degradation in the quality of the phone calls. The problem is apparently on my end, with people I am talking to saying that I'm constantly dropping out (I can hear them fine). I'm directly connected with the Arris TM702 to a Panasonic base unit in my office. It happens on all phones, including the speakerphone in the base unit. I'm in Connecticut, where we have had nor'easters that have disrupted electric and XFINITY service, but everything has been back since the 11th. I have tested my Internet service with the Megapath website, and while speed is fine, jitter is measured at 121, where normally it is 1-2. Has anyone else in the Northeast been experiencing poor phone call quality?
