When I click on the gear on the email page the option ti create a filter isn't displayed.

Click on the Gear, then on Settings.  You will find Filter Rules listed under Mail on the left hand side.  Click on that and then on the Add New Rule button.

Are you in the new webmail [appsuite] or the old webmail [zimba]?  The location bar [URL] will tell you which one.

Let me also add that if you're in a open email you should be able to click on the "hamburger" [three lines next to the word Delete] and see the option to create a filter rule.

I am in the new appsuite. None of the solutions listed above work.

OK, but the "Create filter rule" does nothing when I click on it.  And threre's still nothing about filters anywhere else.

In Appsuite, click on the gear and then on Settings.  Are you able to see this? :

It  appears that clicking the "Create filter" changed something--although in never gave me an opportunity to do anything.  The third option under Mail magically appeared the next time that I went to Settings.

 

Over the past couple of weeks I've tried every one of the options under Mail at least a half dozen times.  There were always just four choices, until today.
