If you're using webmail, in the Compose window click on Options and choose Request read receipt.

It's entirely up to the recipient on how they handle this.  If they acknowledge the receipt you should be notified via email.  However, a lot of people will totally ignore it, so then you would never know if they got it and read it.

Given the limitations Read receipts have, consider including some version of "Please reply so I know you got this" with the message you send.
