Message Forwarded by Gmail Failed DMARC - Comcast Doesn't Support ARC?

Hi,

 

E-mails from "fincen.gov" failed to be forwarded by Gmail into my "comcast.net" mailbox due to DMARC.  The recent DMARC and ARC stuff is a bit beyond me.  But I would venture to guess that Gmail is dealing with this use case by implementing ARC, and Comcast, the receiving MTA, cannot handle it.
