What is the current procedure for upgrading bandwidth?  all of the offers on teh website only apply to new customers.

Please contact one of their reps at the phone number on your bill or 1-800-Comcast, use one of the options on https://www.xfinity.com/support/contact-us/, or visit a Service Center or Xfinity Store if one is nearby (check locations and hours at https://www.xfinity.com/support/service-center-locations).

Comcast sometimes responds to questions here in the forums, and sometimes they do not. When they do they might respond in a few hours, or it may take a few days.
