still waiting for service transfer

I have been waiting 3 weeks to have my service transferred. several techs have been out and not one of them have been able to provide service for my home. what is the problem and why is it taking so long. Comcast carries itself as a utility. my water is on, my gas is on and my electric is on. Why isnt my internet service on. Is it because our new homes are in an older minority neighborhood or maybe 6 loyal customers are not worth the effort to establish new hook ups in an older working class neighborhood. My guess is id this were a 75 home subdivision in a more affluent area these drops would have been established as soon as comcast was notified with a request or NOLO from the developer. If providing service for us is not worth the time effort and investment return just say so. To just continue to send out techs until we give up is really unprofessional.....
