nightly reboots and non-functioning on demand tv

My internet goes down about 15 nights a month. Thats half a month. I repeatedly have to call to reboot. This has been going on for 5 years. The last message I got from you guys says there is "noise in my area" and you guys are looking into it. Nothing ever gets fixed, its the same story for 5 years now. On top of that my On-Demand tv has been down for 3 weeks. I spent 2 hours on the phone only to be told there was no resolution, but someone esle would solve the problem the next day. 3 weeks later, still unsolved. Then today I get an email saying my credit card is about to expire. Seems like if there is a chance there might be a break in the payment you guys are all of a sudden on top of things.  If there is the smallest threat that you might not get paid all of a sudden I get warnings and fees, and its some sort of mad panic to make sure I pay. Yet my internet "service" goes down every night.
