I am wondering why my bill just happens to jump in cost without my purchasing anything and no advance notice.  This might be something that Comcast wants to work on as part of their customer service.

Any increases in your bill should be noted on your billing statement in the notices area. Equipment fee, taxes and surcharges are not included in your plan, and are subject to increase periodically.  Compare your current bill with several past bills.
