Why am I charged to transfer data via WiFi in my own home?

Why are you charging for data on my personal modem when I'm transferring data from one Xbox console to another using WiFi?  This is using my personal modem in house and not downloading from the internet.  Xbox suggested I could transfer games using my WiFi so that I don't get hit with data usage from my provider.  I contacted an xfinity tech who informed me the data isn't mine and that once I connect to xfinity they basically hold my personal device hostage and any data I transfer between devices here at home, through WiFi, will be charged against my account.  I need clarification on this matter since I don't understand why xfinity would charge me for using my own devices and electricity without any need for the internet.
