Why Non-X1 legacy Settop box anymore?

Why Non-X1 legacy Settop box anymore?

Since all the TV service offerred are called X1 TV (inlcuding the SD service with no DVR functions), then why does Comcast send or give Non-X1 legacy setop boxes? Or why does it want to charge HD fees for SD services needing X1 Box?

X1 is available to customers with Xfinity internet service. the legacy is for those without Xfinity Internet service.
