Waive early termination fees for non performance of contract

I am receiving significantly less bandwidth then I am paying for especially in the evenings. I pay for 150 MBPS and I get as low as 5 MBPS in the evenings, but honestly an average of 30-40 MBPS in the evenings. The days can vary and I can get upto 150 MBPS. Since Comcast is not perfoming on this contract I have due cause to cancel this contract and I wish to do that without early termination fees as of today 3/29/2018

Well, doubtful that will happen.

Have you had a tech out to investigate?
What is your modem/router?
Have you posted in Your Home Network and posted your modem stats so you can get initial help here?
Have you contacted technical support for help?
