Transferring Service to New Construction

I have been a customer of Comcast for two years and have moved to a townhouse that is a new construction. I have spoken with a number of customer service reps and have created a ticket dating back to October 28th to have this address added to the billing system so that I can transfer service and have it configured. 

 

I feel like I am going in circles with getting this address added...I have been told by the home-builder that the townhouse is appropriately wired for service and I have a number of neighbors with Comcast service. I am not sure how to proceed and hoping someone here can help.
