Transfer location and billing question

I'm trying to transfer my service to a new location but the sites automated app seems to be down, I haven't been able to speak to an actual person after hours of trying.  I also was told last month by an agent that I could get a new promotion to bring my bill back to what is was previously but he couldn't do it until the Flex device arrived at my house. Please help me transfer service, I'm moving in 2 days and am currently working from home.
